Create an IOI for a visible upcoming offering.

### Parameters

- `PrivateMarketCreateIoiParams params`

  - `long accountId`

  - `String notionalAmount`

  - `String offeringId`

  - `Optional<NdaAcceptance> ndaAcceptance`

    Required only when the offering's attached SPV has an NDA agreement.

    - `boolean accepted`

      Must be true; confirms affirmative assent.

    - `String agreementId`

      Exact agreement id returned by offering detail.

    - `boolean authorityConfirmed`

      Must be true; confirms the signer may bind the account-holder entity.
